I. Call to Order
At the meeting of September 23, 2008, Chairman Duncan will call the meeting to order. 

II.  Pledge of Allegiance and Moment of Silence
At the meeting of September 23, 2008, Chairman Duncan will call on a member of the board to lead the Pledge of Allegiance and a moment of silence.

III.  Moment of Remembrance and Silence
At the meeting of September 23, 2008, Chairman Duncan will lead the board in a moment of remembrance and silence in honor of those students who have tragically lost their lives this school year.

IV. Recognitions

A. Board Member Dot Kearns Receives The Order of the Long Leaf Pine

B. Newly Retired Teacher Receives The Order of the Long Leaf Pine
At the meeting of September 23, 2008, the board will recognize Marsha Morrell Sarvis, a newly retired teacher at Gateway Education Center, as a recipient of The Order of the Long Leaf Pine. C. Six Schools Recognized for Top Graduation Rates  
At the meeting of September 23, 2008, the Board of Education will recognize The Early College at Guilford, Weaver Academy and Greensboro College Middle College as three of only eight schools statewide that achieved a 100 percent graduation rate. Weaver Academy, Southeast High, Western High and Northwest High will also be recognized for having the highest graduation rate by ninth grade cohort size. V. Public Comments
At the meeting of September 23, 2008, Chairman Duncan will call on members of the public who have requested an opportunity to address the board.

VI. Approval of Agenda

VII. Consent Agenda
A. Personnel Action Reports
At the meeting of September 23, 2008, the consent agenda includes personnel actions as noted in the monthly personnel action report requiring board approval.  Should there be any additional personnel action requiring board approval, you will receive notification prior to the meeting. B. Approval of Mountains-to-Sea Easement – Northern Middle School and Northern High School
At the meeting of September 23, 2008, the consent agenda includes a recommendation to approve the Mountains-to-Sea Trail easement as requested by Guilford County affecting the Northern Middle/High School campus. The district has been asked to partner with Guilford County on the Mountains-to-Sea Trail. The proposed route for the shared use trail will parallel the boundary of the campus of Northern Middle/High Schools. This trail would be part of the Mountains-to-Sea Trail effort, which will stretch across North Carolina. Locally, it would be part of a connector trail from the Greensboro watershed lakes trails to the Haw River State Park. The watershed trails tie into the Lake Brandt Greenway and the Bicentennial Greenway to the west.  

The proposed Mountains-to-Sea Trail will follow a route along the southern and western property lines of the Northern Middle/High School campus and provide access points to the Scotts Grant neighborhood to the west. The asphalt part of the trail will be available to appropriate emergency or maintenance vehicle traffic if needed, but most of the trail will be naturally surfaced. The total width of the proposed easement is 20’, and the total area within this easement as requested is approximately + 2 acres.

The board has previously approved Bicentennial Greenway easements on the Montlieu Elementary, Welborn Middle/Andrews High, Guilford Elementary and Western High School campuses. C. Approval of Encroachment Agreement – Pruette SCALE School Campus
At the meeting of September 23, 2008, the consent agenda includes a recommendation to approve the execution and delivery of the encroachment agreement required by North Carolina Department of Transportation (NCDOT) affecting the Pruette SCALE School campus located at 900 West English Road in High Point.

Renovations at the site require GCS to tap into a water line in the English Road right-of-way. In order to accomplish this, NCDOT is requiring that GCS sign and deliver an encroachment agreement. The water line tap is necessary in order to install a new 6” fire line from the building to the water line in the street, which will provide necessary water supply to the sprinklers being installed in the building. A. Construction Update

B. 2008-09 Capital Outlay Budget
At the meeting of September 23, 2008, Sharon Ozment, chief financial officer, will present to the board a recommendation to approve the 2008-09 capital outlay budget. If you have questions regarding this item, please contact Ms. Ozment at 370-8343, prior to the meeting.

C. Transportation Report – Update on the North Carolina Retread Tire Contract
At the meeting of September 23, 2008, Jeff Harris, director of transportation and Leo Bobadilla, chief operations officer, will present to the board an update on the retread tire contract. D. 2008-09 Local Options for Alternative Schools
At the meeting of September 23, 2008, Dr. Beth Folger, chief curriculum and organizational development officer, will present to the board a recommendation to approve the local options as submitted for the 2008-09 school year for SCALE-Greensboro, Pruette SCALE and the High School Ahead Academy. In September 2003, as a part of the ABCs Accountability Model, the State Board of Education approved revisions to HSP-C-013 – Policy for Incorporating Alternative and Special Schools in the ABCs. The accountability model for alternative schools is based on achievement and the degree of success that the school has in meeting certain objectives.  An alternative school shall select three of eight local options, one of which must be achievement driven, and set specific goals for the selected options. Traditional schools, or non-alternative schools, must have school improvement plans approved by the local board on a three-year cycle; alternative schools must have local options approved on a yearly basis.
